Information on Tendering with the Council

The Council uses an electronic procurement system, eTendersNI, to carry out all our tenders and to manage communication with tenderers.  It's free for all suppliers to register and review current government procurement opportunties.

Register on procurement portal

To participate in electronic tenders, you must be registered on the eTendersNI procurement portal. Once registered you can access tender documents and submit your response online. A guidance document "What is eTendersNI?" is available to download below.

New Procurement Legislation - Procurement Act 2023

The Procurement Act 2023 came into effect on 24 February 2025, replacing the Public Contract Regulations 2015.

For Northern Ireland, the Procurement Act 2023 applies to Above Threshold procurements.

The Procurement Act 2023 legislated for the provision of a central digital platform to facilitate the publishing of required notices and documents in accordance with the new regulations. An enhanced Find a Tender service (FTS) was launched on 24 February 2025, which is the central digital platform for public procurement.

What is the Central Digital Platform?

The Central Digital Platform is an online portal which makes it easier for suppliers to find and bid for contracts, and for buyers to meet their transparency commitments under the Act.

This Factsheet provides a summary of the key facts you need to know about the Central Digital Platform.

This link explains how to register your organisation on the Find a Tender Service.

Terms and conditions

The Council's terms and conditions for "Goods and Supplies" and "Services" are available to download below. The council is not bound to accept the lowest or any tender, nor will the council be involved in expenses incurred in the preparation of any tender.
