Use of Slipways
From Saturday 31st July 2021, slipway users are required to purchase a pass and provide copy of insurance for their vessel / PWC (Personal Water Craft i.e. jet skis) to launch from any of our slipways. There is the option to purchase either a £5 single or £50 annual pass.
The purpose of the permit system is to regulate the use of the slipways, and to limit uninsured craft or other craft likely to cause a nuisance, either by noise or by the manner in which the craft is operated. Users with SUPs, kayaks etc can launch as normal and are not required to purchase a pass.
The permit fee covers the administration cost of the permit system and assists with the general running costs of our Harbours and slipways. One permit will grant access to all council operated slipways.

Please note, Personal Water Craft are currently not permitted to launch from the Cook Street Slipway.
This pass is required for slipways located at Ards and North Down Borough Council harbours at:
- Ballyhalbert
- Ballywalter
- Cook St, Portaferry
- Donaghadee
- Groomsport
- Holywood
- Millisle
