Car Parking Changes in Ards and North Down 

Ards and North Down Borough Council has agreed a new enforcement contract with Marston (Holdings) Ltd to provide enforcement services within our 83 public car parks. This will begin on the 1 April 2024.

Enforcement has been provided since 2015 through an agreement with the Department for Infrastructure who employ the 'red coat' traffic attendants. From the 1 April, Marston (Holdings) Ltd will provide those services in Ards and North Down as well as seven other council areas in Northern Ireland, while the 'red coats' will continue to patrol on-street parking. 

The main change that car park users will see is the blue uniform worn by parking attendants. However, the responsibilities and legal authority that the blue-uniformed parking attendants have will remain the same, and any Penalty Charge Notices (PCNs) issued will be valid. 

The new contract will also see the introduction of a new cashless parking system in operation at the Council's 23 pay-and-display car parks in Bangor, Holywood and Newtownards. The Just Park app will be replaced by the 'RingGo' app, enabling car park users to continue to have the option to pay through their mobile phones, as well as with cash at car park pay stations, or via a telephone call. 

Car park users should download the new RingGo app to their phones and use it from 1 April 2024. 

Car park season tickets, which are already available at most pay and display car parks, will continue to be available to those who wish to purchase in advance. Tickets already purchased will remain valid until their expiry date. 

The Mayor of Ards and North Down, Councillor Jennifer Gilmour, said: 

"We are accustomed to seeing 'red coat' parking attendants so it is important to make sure that members of the public are aware that, as of April, parking attendants will operate in a blue uniform and will have the same responsibilities and legal authority. I would also like to thank the Department for Infrastructure for providing their services to ensure the safe operation of our car parks over the past nine years and we look forward to a new partnership with Marston (Holdings) Ltd." 

From April, parking complaints, including PCN appeals, will be dealt with by Marston (Holdings) Ltd, who can be contacted on 0333 0068 351.
